HR Goals

In an upcoming organizational retreat, all department heads are being asked for their 5 year goal, 10 year goal, and 20 year ideas for making our company the best of its kind. Five year is relatively easy, although any new ideas are welcome. My problem is projecting 10 years in the future. I'm considering outsourceing and possibly restructuring the department. Currently I only have the safety/training coordinator and an administrative assistant. Since this is a "dream" plan, I can add more personnel, add software, ask for larger budget, etc. Any ideas?
