Might want to check your state laws. . also whether you are public or private. . .different rules apply, at least in FL.

I agree with the others and have become a big fan of Last Chance Agreements. David covers nicely. In this case I would pick the counselor hence ensuring I know their credentials.

Thanks mbeam. I wasn't clear. this would not be an employee volunteer program; rather folks from the community volunteering for our City. Most likely doing meet and greets in tourist areas.
