• Have you looked at experience, education, responsibilities and duties.  If they really are equal to everyone else there should be no reason you cannot make the pay the same.  Otherwise this would be harder to justify.

• I cannot imagine why you would provide non-exempt inside sales employees to have blackberrys.  Slippery slope here.  You have no real means of monitoring their time -or proving it is work related.  I wouldn't go here.
