We are also a public employer, an elementary school, and we pay our employees overtime over 40 hours. My understanding is that FLSA applies to us with the addition of comp time being allowed as we are non-profit.

I split everyone's deductions into two payments per month whether they are full or part time. I just find it makes the bookkeeping easier. Is there a reason you need to take the enire deduction from one check?

We are a public school and cover 87.5% for certified and unaffiliated employees and 85% for non-certified employees.

I work for a Board of Education. The school will be closed for the week between Christmas and New Year's. The few people here, secretaries and custodians will take December 31 as their paid holiday.
