We do our benefit adminstration, payroll, etc...in house and I have several different tracking tools in place but would like to consolidate it in one software or cloud based program. Can anyone recommend a HRIS software or web based program that can be tailored to a small business and doesn't come with an astronomical price tag? I've researched several but they are tied to a payroll company or just too expensive for our small budget. Any help appreciated.

If you are in a small company, you probably cannot afford a HRIS. If you find a simple, cheap, HRIS detached from payroll, please let us all know!
Well, there are more and more startups that offer cheaper solutions for smaller companies. Two examples that spring to mind are tribeHR and BambooHR. You should test them and others as well in order to find out what best suits your needs.
I've recently come across a great little app for time tracking called Clockmeister (http://www.clockmeister.com). It's perfect for freelancers and smaller companies.
