Reasonable Suspicion Testing

We do NOT do pre-employment drug testing or random testing. It was recommended to me that we have a reasonable suspicion testing policy, so if we suspect something is going on, we can test. Anybody have anything like that? Does it tie in with accidents, or is that separate?
