Age old Exempt Vs Non

I having been flipping and flopping here folks and I really need some help. I have 3 Quality Assurance Technicians, who test our software, write help files and create documentation. Where I lean towards non-exempt is none of them are paid the $27.63 per hour, and they are at least 75% directed on what to test or what duties they should perform, by either the QA Manager or the Developers, and all the work is then given back to the QA Manger.
