Safety Bonus Question

We give out safety bonuses every six months. The employee must be "accident free" and is defined as free from any accident that causes damage to property, loss time from work, or personal injury. This month alone we have had two employees that were rear-ended sitting perfectly still at red lights and one that was stopped for a school bus. The other parties received tickets and our employees were at no fault of their own. However, as the policy is written these employees are not entitled to a safety bonus. Do others of you have simular polices or do you have a no fault policy?
