Random Drug screen

We had an employee who was sent for a random drug screen and when the first sample was given it was extremely hot - outside of an acceptable range.  The person performing the test went back to the employee and advised the specimen was invalid and said they would need another one.  When she had him empty his pockets and take off his shoes, she found a sample in his boot with a "warmer" wrapped around it.  He indicated that he was not going to pass the test.  The clinic wanted to know if we wanted to proceed with getting a sample.  We told them to go ahead and get one, but wonder if it was even necessary to go to the expense of getting the test or just term based on the fact that he tampered with the test.

What would others have done?
