Call In Procedures

Hello,
I am writing policies for our 66 employee business in California. I have a question on whether or not it is discrimination if I write a policy that allows one department to call in sick 2 hours before their shift but requires another department to call in 4 hours or it is an unexcused absence. The reason for the difference is our non essential admin staff that work 8-5 and our monitoring center personnel that work 24/7 schedules that MUST be replaced if one calls in sick.
