salary paid employee and layoff

We have one machine that runs on a first and second shift. Our work load has slowed down. Our second shift is best performing on this machine. So we are going to either place the people on day shift in another position or lay them off. Our foreman on days is a salaried employee. Can we lay him off also?

There is no legal reason based on job title alone that prevents you from laying off any employee. If you have one foreman too many, you can lay one off.
I do not agree that you should lay off the least senior foreman: I think you should lay off the least effective foreman.
