docking for fragrance violation

Under our new workplace fragrance policy, we sent an hourly employee home for a violation (overuse of cologne) after several warnings. Can we dock her pay for the time she was gone?

What state? How long did the hourly employee work? Are there any twists to the compensation of the employee, or is it just straight up hourly pay?
