You go out on a inspection and see the company violating rules. If you shut it down, 100 people will loose the job. How do you handle this situation?

Are the violations related to safety?  Legal compliance?  Company policy?

How severe are the violations?  Could someone die?  Could the company lose millions in a lawsuit?  Should someone be disciplined, even fired?
