We have rehired individuals that we laid off because of a department elimination. We haven't had any problems, as long as he has the qualifications for the position and there were no problems with his employment with you previously, we would consider rehiring him.
If the separation was conducted on the basis of a general rule and executed impartially and if the former employee has no record of being problematic, then you shouldn't be concerned about it at all.
