Change to PTO system

We are considering combining our paid sick days, vacation time, paternity days, moving day, etc. to a PTO system.  If you have a PTO syster, could you share how are bereavement days usually handled?  Are paid holidays normally included in PTO time?  We completely close the facility for paid holidays so there is no option for employees to work.  If holidays are included in PTO and an exempt employee used all their PTO prior to the holiday, could we deduct the pay for the holiday?  Any other comments on this subject would be appreciated.  Thank you.

You still have to pay the exempt employees for company closures on normally scheduled days.  You will want to ensure that you give some PTO thought to floating holiday bank also - I assume you are not closed on certain religious holidays.

Most employees do not need to attend a funeral every year.  I last wrote a PTO policy with bereavement separate.  You might do the same with moving days: people don't move every year.  Don't have them accumulate leave time in those banks; instead, set a limit on the benefit and let them have the whole of the benefit when required.  That avoids managing multiple accrual banks for things that don't come up terribly often.  However, under that system you will need EEs to demonstrate the need for leave with documentation.  A lot of people have difficulty asking for a newspaper line or funeral program.  If you don't want to do that, be prepared for abuse under this type of system or consider anaging an accrual account.
