Regarding break times and consecutive hours worked

"Each employee must have a 30-minute unpaid rest break or meal period if scheduled to work 6 hours consecutively, except in
workplace environments that by the nature of business provide for ample opportunity to rest or take an appropriate break. "
I am in HR for a company with 250 plus employees. Recently I have noticed that we have numerous employees working a 8-2 shift without taking a unpaid rest break. We do allow for employees to have one ten minute break if they work 6 hours but they do not clock out for this break. Do we have to make our employees take a 30 minute unpaid break if they work 8-2?
