Separate comp time cap or same as PTO / traditional vacation time cap?

Do any of you have a separate comp time cap / carryover or is comp time, once accrued, lumped together with your cap for accrued PTO or traditional vacation days?

 What are the issues to consider when thinking about a cap for comp time?

If you are in the private sector like us  you aren't allowed to have comp time instead of overtime. I have heard rumblings of an exception for comp time earned and used in the same pay period but I have never seen the citation. If anyone has it I would like to see it.
