Using Company Bus for Baseball Game

The company I work for likes to give out free baseball tickets to employees.  In addition, they would like to use the company bus/shuttle to transport folks to and from the game. 

Being in HR, I don't think it's a good idea.  I see lots of risks and liability.  However, the President likes the idea.  I need to convince her otherwise.  How would you approach the issue without sounding like a party pooper?

Hey, before you talk to the president, check with the person in your company who has the insurance contract on the bus.  You may be covered as long as only employees are going to the game.
