Arizona Unemployment for employees who's hours have been reduced

I've been trying to "talk" to someone at the Arizona unemployment office, but haven't been able to get through. We have employees who's hours have been reduced (still employed) and are asking if they can get unemployment benefits. Does anyone know? Is it case-by-case? All I have been able to get off of the AZ unemployment website is regarding temporary seasonal workers.  THANKS!
