This type of problem can also be addressed during the interview process or even as part of the initial screening process. I have asked a candidate if they have ever accepted a counter-offer as part of the interview.  You probably would not be too shocked at the responses.  I also agree with the time limit on the offer letter.  Kind of forces the issue.
