Laying off an employee after Worker's Comp

My company has an employee who has recently gotten off of Worker's Comp. benefits. He was dropped by the W/C company after they gave him an Independent Medical Exam (IME) and the W/C doctor said that he had reached a "healing plateau". The employee however still has work restrictions from his personal doctor that do not allow him to do much for our company. We would like to lay him off for lack of work, but I am skeptical due to the sensitive nature of the issue (hurt back). I work in Wisconsin and would appreciate any advice, thanks.
