Car Allowance

Does anyone have a specific car allowance policy that you use for your sales reps? We have  reps across the U.S. and when we hire them we offer them a car allowance of 500.00 a month this is suppose to take care of wear and tear on vehicle and regular maintenance.We normally will help with the repairs if it exceeds the regular allowance but some of the ee's feel like they can just get work done without authorization so  I need a policy to state what the car alowance is for  and can't seem to find one can anyone help?
