Different Bonus Amounts for Same Class of Employees

Is it possible to pay employees who perform the same work, in the same manner and who work the same number of hours, different bonus payments based on their date of hire? We want to reward the two employees who basically built their department from scratch a higher percentage of the bonus pool than an employee that we recently added to the department. Is this possible? I hope this makes sense.

I don't see anything wrong with this. You are paying based on senority and rewarding commitment and loyalty to the company.
