Performance Reviews - Consequences for late reviews?

We conduct annual reviews on a monthly basis. Typically, there are approx. 100-150 reviews due each month, and we average 15-20 late reviews/month. Does anyone have a policy/practice in place regarding consequences for late reviews? Or maybe even an incentive for submitting reviews on-time? Any feedback would be appreciated! |

We tie a certain percentage of a manager's bonus to on-time reviews. If they have late reviews, they lose up to 10% of their bonus amount.
I would tie it to the manager's performance review. If the manager doesn't complete the reviews of his/her subordinates on time then they don't get a good rating on this key job responsibility, which could ultimately effect the salary increase this person would have gotten.
You can also start disciplining the managers over this. It may seem harsh, but if you start doing this and ultimately have to fire a manager over not doing a part of his/her job you would get your point across to everyone.
