Payroll question: new hire moving in a month

This may be too specific for this board but maybe someone has run into this.
We've hired a person from out of state, and she is planning to move to our state, but it will likely be a month from hire date, during which time she'll be working off-site.
Is there any kind of grace period for taxes that would allow us to set up her withholding, unemployment taxes, etc., in our HQ state rather than setting her up in her home state and then our state? If we had to do both we'd have to register to do business in her state, and that's expensive for one month.
