May an employer who hires employees to work remotely get verification required by section 2 of I-9 by a local notary public?

A notary can complete your I-9s, but they are advised against using their notarial seal and told to sign instead as "Authorized Representative".
Generally a notary confirms that the person signing matches their picture i.d., not that the document they signed is accurate.
