FLSA Question -Call Out

We are law enforcment and are struggling with a FLSA question. Our investigators are non-exempt. They have an on-call schedule and are called in from time to time to investigate a crime. We have one investigator who lives 45 miles out of town. When he is on call do we have to pay him travel time when he is called in? The other investigators live minutes from the office. Of course crimes don't happen at the office so the investigators could be called to any location in the county. If two investigators are called in the one that lives 45 miles out of town could potentially get paid for 1/12 hours more than the other investigator for the same call. This doesn't seem fair.
