Cost of training

Under California state law is an employer able to charge employees for essential on the job training?
The employees are Technicians in a waxing salon. The employer wants the waxing performed in a particular way, as not to harm the clients and to avoid giving out free services if the employee makes mistakes. Because of this, the employer spends a lot of time training her newly hired employees.
The cost of the training includes: use of supplies and intellectual property.
The employer was also considering only charging the employee if they were to leave the company before a predetermined amount of time (this might change the at will employment status, correct?) or if she decides to terminated the employee because they are not responsive to training.
