What department typically administers timesheet processing?

Payroll?

HR?

And what is the rationale for one vs the other?

Payroll, but I can't tell you why, other than that is the way it has always been done.

Here it is a joint effort between finance and HR. . allows for more of a check and balance which may be more of a "deal" in public sector than private.

We used to do HR, but now have moved it to finance. Our rationale? It was adding and extra step, and removing HR makes more sense. In our process, each supervisor is responsible for approving timesheets. That gives the supervisor the chance to find any inconsistencies, address any attendance issues, etc. After that, finance receives the timesheets, which are then imported into our payroll software.

There's really no reason for HR to get involved in timesheets, unless there is some discrepancy the supervisor needs assistance with. Our supervisors are trained to notify HR in certain circumstances, such as abnormal absence patterns, FMLA situations, you know, the fun stuff.

We involve supervisors, HR and Finance. This is a good check and balance system and it is how our auditor's wanted it done.

The supervisor's okay the timesheets, they than go to HR who downloads them to payroll for processing. The books are than given to finance to review after processing.

Supervisor prints & approves the timesheet/HR verifies then Accounting runs the payroll process. This accounts for the separation of duties as required by our auditors. In the past HR completed the entire process.

We follow the same procedure as Still Needs Coffee. No reason for me to be involved unless there are policy or rate questions. The supervisors keep track of the hours in the dept, so I wouldn't really know if the sheets are accurate.

I think the need for HR to be involved is going to depend on your organization. .I cringe at the thought (control issues?) of us not handling the input of raises, benefits changes etc.

In response to Sonny, I (HR) handle all increases, benefit changes and anything else related to payroll except the actual processing of the timesheets. They go straight to accounting for input into payroll after approval by the supervisors.

I can either be involved up front, or clean up the messes later on.

And no one likes messes.

Departmental "timekeepers" enter the information electronically after the supervisor has approved the time sheet. The hard copy then goes to Payroll so they can audit if something looks "whacky." HR only gets involved if there are issues that cannot be resolved by Payroll.
