Can a Non-profit Organization (NPO) have unpaid interns helping the business? The President said churches can do it but aren't there different rules for NPOs and churches?
Churches have volunteers. Volunteers are, by definition, unpaid. That doesn't mean that they can't learn something while they are there, but they are still volunteers.
Interns are there to learn. If they are there to support the business, rather than the business supporting them, they must be paid.
As far as I know, you can. You just probably need to be careful about what you have those folks doing and when they're doing it. You're probably also going to want to talk to you work comp carrier.
