Holiday time off for commissioned sales people

HELP -- I need to create a new holiday policy for our handbook. We have commissioned sales people in our retail establishements and do not have paid time off for them. I need to state that and also that if the establishements are open on a holiday, they need to work and there is no alternate day off for them. Any suggesgtions?

Our policy states "Only full time regular employees are entitled to paid holidays." That pretty much excludes commissioned sales people.
