I got in late on this one. My answer would have matched Sonny's with respect to paying business expenses in hopes of reimbursement.

First heard it in Colorado - not sure how that supports the Mason-Dixon line theory.

Well, you'd be wrong. Being out of pocket has no correlation with regaining personal funds spent while traveling. That's Colorado for you. The same state that recently banned a Christian float in the 'Holiday Parade' while allowing certain other religious floats.
