Hello:

Is it necessary to have an employee fill out a new form every year if the there are no changes to their tax status?

I certainly hope not as we have never required this to be done.
The Federal W-4 states: "Consider completing a new Form W-4 each year and when your personal financial situation changes."

The only time in my memory that we've ever had everyone fill out a new W-4 all at once was when some of the allowances changed significantly. That was a number of years ago and I think at the time the IRS recommended that everyone fill out a new one because they might not know about or take advantage of some of the changes. Under normal circumstances, though, it isn't necessary to have everyone fill out a new form every year.

I hope the IRS doesn't hear about this one. They will think it is a wonderful idea and have to put into action.
