Simplistic Attendance Policy

Good day to you all!

We are looking to simplify our attendance policy from a basic 4-step progressive process to something that would give the supervisors/managers more responsibility to maintain and enforce. I know it sounds like a disaster in the making, but this is the direction I've been given. I bow to the wise expertise of my fellow forumites -- any suggestions or examples?
