Policy dealing with unauthorized access of e-mail

we recently had a situation where an employee logged on as another employee to read her email (to start some trouble). we have an e-mail policy pertaining to junk mail, that e-mail is company property etc.

I'd like to find a policy that either has some sop for supervisor's to access subordinate's e-mail in circumstances where they suspect foul play, and also prohibits employees on the same level from surrepticiously (sp!) viewing co-worker's email.

Any ideas?
