We are attempting to find a way(s) to entice employees to run for our safety committee. Quite often employees are nominated as a joke - any ideas to make this process work a little better? Any incentive ideas?

Give a cash incentive for safety ideas that are adopted by the committee.
Next, try to raise the prestige of the committee. Serve a nice lunch at meetings. Meet in the nicest conference room. Bring in guest speakers if appropriate. Have the big boss make a fuss over their next big accomplishment.

First, get commitment and buy-in for the overall program. Once you have that, people will be jumping at the chance to be a part of the committee.
