In NYS what are the requirements to add a drug testing policy. Do we have to give employees notice of the new policy before it goes into effect?

Don't know about NY but in MO I just had to fax a copy of our policy and when it went into effect showing proof that the ee we just termed knew of the policy for random testing which he failed. Of course we are protesting his UI which he will still probably get after a penalty period but this drove it home that you need to have things on paper and ee signatures to proof they were aware of it before hand.
