Building Appearance Policy

Does anyone have a policy they can share with me regarding decorating furniture and walls? We are building a new Town Hall and our Town Manager would like a policy that ensures a professional looking work environment and fairness to other employees. Perhaps restrictions such as unframed pictures, pushpins in the wall, displaying quick reference material. Thanks for any help you can give me.
