THIS IS A DRAFT POLICY. IT CAN BE SENT OUT AS A LETTER OR INCORPORATED INTO AN EXISITNG POLICY BOOK OR SERIES OF POLICIES. IT WOULD HELP IF MANAGEMENT COULD PROVE THAT EVERY EMPLOYEE RECEIVED A COPY AND A CHANCE TO ASK QUESTIONS ABOUT THIS POLICY. THIS POLICY WAS DRAFTED BY JIMBO WITH THE INTENT OF GIVING MANAGEMENT THE MAXIMUM AMOUNT OF CONTROL OVER PROPERTY WITHIN THEIR PHYSICAL ENVIRONMENT. IT IS POSSIBLE TO CUT BACK THE AMOUNT OF CONTROL BY CONCEDING IT IN THIS POLICY OR BY DEVELOPING ACTUAL WORK PRACTICES THAT RECOGNIZE EMPLOYEE PRIVACY EXPECTATIONS. THAT IS WHY I HAVE INCORPORATED A MANAGEMENT INSPECTION ASPECT INTO THIS POLICY SO MANAGEMENT CAN ASSURE THAT WORK PRACTICES WILL NOT DEVELOP WHICH WOULD GIVE RISE TO EMPLOYEE EXPECTATIONS OF PRIVACY THAT WOULD INTERFERE WITH MAANGEMENT’S ABILITY TO SEARCH IN THE FUTURE. The Office of the --fill in office name-- hereby reaffirms its long established policy of open access to --fill in office name-- management personnel of all areas and items located on or in --fill in office name-- or Government property including but not limited to all, areas, locations, containers, drawers, vehicles, information, etc. This open management access includes the right for management personnel to conduct immediate and random inspections of any item at any time. This enables our office to perform its mission and protect the health and safety of employees and members of the public by allowing members of management to have direct access to all property including but not limited to all, areas, locations, containers, drawers, vehicles, information, etc. that is on or in the areas where this office conducts its business. Thus, all employees should be aware and are reminded that there is no expectation of privacy in any government property including but not limited to any drawer, desk, office, cabinet, file, computer data, telephone conversation, box, file, shelve, container, vehicle, information, etc. that is located on or in any offices or areas where --fill in office name-- business is being conducted. The sole exception is an employee’s privately owned purse or wallet that is not used in the conduct of --fill in office name-- business and is removed from the --fill in office name-- property daily. I have instructed all managers to exercise dominion and control over all locations and information within the possession of the --fill in office name--’s offices by randomly inspecting all areas and checking for dangerous or illegal material or conditions (this would include things such as flammables, drugs, weapons, dangerous safety conditions, etc.). Thus, it is important for all employees to know that they do not have any expectation of privacy in their property they use at work, including but not limited to all drawers, desks, computers, offices, telephones, boxes, files, shelves, containers, vehicles (when owned by or used for --fill in office name-- business), information, etc. and that these will be inspected from time to time. Every employee is requested to report any unusual item or substance that they may discover to their supervisor so it can be investigated and properly identified and disposed. Each employee will be made aware of and acknowledge the existence of this policy, after having the opportunity to ask any questions they may have about the policy to their manager.
