We are a small employer (130), who will begin working under a Federal contract in the Spring. We need to establish an Affirmative Action Plan. Where do you start?
I understand we will need to survey the population, and complete reports...but are these things available, or do you create them on your own?
How would a written policy look?

You're not going to like this answer, but each Affirmative Action Plan is different. You have to account for underutilization in various groups and explain your efforts to remedy those underutilizations. Most of my clients outsource the writing of their AAP's to someone who does this on a regular basis. I have someone I use for my clients. Call me if you're interested.
