PT employee automatically becoming FT?

Is anyone aware of whether there is either a federal law or a Pennsylvania state law that dictates something like the following: If a part-time employee works greater than 30 hours per week for 13 consecutive weeks, he/she is considered a full-time employee. (which means they then receive the benefits package of a FT employee)

A couple people around my office have mentioned it, but I cannot seem to find an internal policy that states this, or a federal or state law that states this.
