Preparing for work

Our Maintenance Department begins at 7:00 a.m. and EEs are expected to be at the 7:00 meeting to receive their job assignments. Only one EE comes three to five minutes after 7:00 to the meeting. EEs are not required to wear uniforms. This EE is arguing that he is allowed time (according to CA Law and we are a non-union shop) to put on his headset on company time and that is why he is late to the meeting. However, they are not required to wear their headsets until after the meeting. The only reference I can find is time spent in uniform changing. Does anyone know if there is a requirement allowing EE to prepare for work, besides changing into a uniform? Manager wants to discipline EE for being late to the meeting.
