I doubt that there is anything specific for FL. Assuming that, there is no legal definition of FT and PT. Most often, employers define them according to the required number of hours which must be worked in order to qualify for benefits.
I checked with Tom Harper, with Harper Gerlach PL, who writes Florida Employment Law Letter. Here's his response:
I am not aware of any Florida law on this--it is primarily determined by medical/insurance policies and company policy/practice. The norm is 32 hours and above is full time and below 32 is part time.
