Wage rate for RN

We have a small assisted living residence in Seattle Washington. There is one RN employed who works part time about 20 hours per pay period.
I have two questions: What would be a fair wage for someone who has six years experience with us and 20 years experience as a nurse. Currently paying 25.32 an hour.
Also, we want this person to be available as an on-call nurse should an emergency come up. When on-call she would be expected for that period of time (the occasional weekend) to be available to come to work when contacted. We have been paying about $100.00 a weekend even if she isn't called. Is there a rate that medical facilities pay for the time one is available for this kind of on-call status.
