Paying employees at shift change

I read an article within the last couple of months about a company that had to pay fines and/or back pay to their employees on first shift. They expected the employees to hand off work to the second shift employees and that usually took 10 minutes, but they did not pay the employees for the extra time they were leaving from their shift late.

Does anyone recognize that scenario and can you tell me where I can find more information on it?
