We have a Sick Time Policy that states that you cannot use sick time unless you are actually sick or a dependent is seriously ill and requires your presence. We have an employee whose daughter is going to have a baby next weekend, there she is taking two days off and she wants to use sick time. I say this is not sick time but personal or vacation time. Any thoughts.

If your policy literally says "dependent" and the daughter fits that definition, then sick time would seem to fit. If the daughter is married and doesn't live with your employee, which would thus not normally meet a "dependent" definition, then personal or vacation time would seem more appropriate.
