Does a part time, hourly employee, who works over 40 hours a week, have to be paid overtime? Where can I find the laws for this for my state?

Yes, you will have to pay overtime. Alabama follows the federal rules in this regard. Here's the link to the US Department of Labor:

Of course! And, even if your state didn't require it the Fed rules do. If not O/T exempt, part time, casual, temporary whatever, if they work over 40 they et o/T.

Forget if they are part time, temporary or whatever. All you need to look at is if they are exempt or non-exempt. If non-exempt, you owe it.
