Garnishment when EE is on medical leave

I have an employee who is on medical leave and is receiving short-term disability payments. We are self-insured so the payments run with our payroll. I have just received a garnishment order for her instructing us to withhold 20% of her disposable income. Would this garnishment order require us to withhold the monies from her STD payments or do we wait until she actually returns to work?

I have never had this situation before so I am unsure how to proceed.
