Lowering a pay rate

[font size="1" color="#FF0000"]LAST EDITED ON 10-08-03 AT 05:56PM (CST)[/font][p]I just received a question from one of our retail managers requesting information about the mechanisms of lowering an employee's pay rate. The employee was brought onto the staff at a higher rate than other employees with more responsibilities by a COO that is no longer with the company. The manager does not want to let the employee go, but he does not feel like he can justify his wage on his payroll budget (the employee is not a problem, but not as fast and upwardly mobile as others). I can not find any direct references to this sort of situation in any of my other resources. Anyone have experience or knowledge that can help me navigate thie situation?
