overtime for holidays for part-time employees

Our company handbook describes employee categories - full time, part-time, temporary and relief personnel, but does address overtime pay. Overtime should be paid only if an employee works 40 hours a week, but because it is not a written policy, does that mean that an employee who works less than 40 hours and works on a national holiday should get overtime pay for the holiday?
